Comprehensive Library Master Plan

Libraries are places to learn new skills, connect with neighbors, use technology, discover ideas and find resources that support everyday life. Our Comprehensive Library Master Plan (CLMP) was established in 2015 by the Library Board of Directors to set a framework for the future, and now, more than a decade in, is undergoing a refresh. As our community grows and changes, we want to make sure your Library grows with it.
About the CLMP
What is the CLMP?
The Comprehensive Library Master Plan (CLMP), established in 2015, guides the strategy that helps us make decisions about programs and partnerships, staffing, technology and buildings for the next 30 years. It helps create welcoming, flexible places that support how people live and learn today.
The last 10 years of the CLMP have brought us:
- 2015 Return on Investment Study
- Monticello Library
- Lenexa City Center Library
- eLibrary expansion, eCard creation and investment in digital learning
- Central Resource Library renovations
- Created staffing focus areas, such as Volunteer Services and Program Services
- Merriam Plaza Library
- Spring Hill Library and De Soto Library renovations
- Meeting Room technology upgrades
- Fiber internet service in all branches

Why Refresh the CLMP?
A lot has changed in the past decade. The pandemic reshaped how people use public spaces. Technology keeps evolving. Expectations for study rooms, gathering spots and digital access continues to shift. A regular ten‑year review helps us stay responsive, thoughtful and ready for what comes next.
Combining direct input from our community and partners with data and expert analyses helps the Library invest wisely, avoid surprises and stay good stewards of public funds. When populations and demographics shift, we can prioritize resources to directly support affected communities. A recent example of this is the development of our World Languages collection in 2024 to better meet the needs of local multilingual communities.

Get Involved
Over the coming months, you’ll have opportunities to share what matters most to you. Whether you're a frequent Library user, an occasional visitor or someone who hasn’t visited recently, your perspective matters. We want to know what’s working well, what could be improved and what would make your Library even more valuable.
To support this work, we’ve partnered with BerryDunn, an independent consulting firm with experience in library and municipal and community engagement. The firm will work with Library staff to gather input through surveys, interactive engagement tools and conversations at community events, ensuring the process reaches as many people as possible.

Next Steps
Once we collect enough feedback and data, BerryDunn will work with Library staff to create recommendations for the next phase of our Comprehensive Library Master Plan. The Library Board of Directors will discuss and vote on the adoption of the updated CLMP, anticipated to occur in 2027. These updates to the CLMP will inform our strategic focus areas in the Library's 2029-2033 Strategic Plan, as well as guide organizational priorities for the next decade and beyond.
Current Projects & Documents
Corinth Library Replacement
The next major capital project is a replacement facility for Corinth Library, with design anticipated to begin in 2026. Funding is already in place through the CLMP, approved in 2015, meaning there will be no tax increase for residents.
Once a final location is selected, the Library will choose an architect and begin the design process. Community members will have opportunities to share input on desired features and services. Updates will be posted here, on social media @jocolibrary, and at the current Corinth branch.

Completed Projects
De Soto Library Upgrades
The exterior of De Soto Library received a refreshed facade and new, back-lit signage and improvements to the surrounding sidewalk area, including landscaping and seating. Inside, the building was refreshed with new finishes and furniture. Spaces for kids and adults was be relocated to the front of the building to take advantage of natural light and large windows. In response to community input, a new study and conference room was added.
De Soto Library reopened on April 23, 2026.
Spring Hill Library Upgrades
Spring Hill Library was expanded by 1,000 square feet, creating a brighter, more spacious setting for Library services. Renovations included creating and improving gathering spaces, updating technology that will house the children’s collection and a 6 by 6: Ready to Read early literacy space.
Large floor-to-ceiling windows look onto a new patio just off the relocated front entrance. The previous Library footprint houses adult and nonfiction collections, public computers, copy/print stations and new conference room and study rooms. Updates include new carpeting, paint and furniture. Our convenient curbside pickup recommenced when Spring Hill reopened.
